Black radio owners and community leaders requested a hearing to discuss the severity of the tax and the impact it would have on black radio.

After flatly refusing to have a hearing, Conyers took the bill before committee for vote on May 13, 2009. Within hours of the vote, the devastation began with the three black owned radio stations in Pittsburgh being sold.
